Thomas Advisors is excited to announce that Michael J. Boyle has joined their Washington, DC based government relations and business development firm. Thomas Advisors was founded in 2004 to provide consulting services relative to legislative and regulatory issues, political strategies, and marketing opportunities for clients in many sectors including tax and trade policy, energy, transportation, and healthcare. Michael will add his expertise of natural gas facility siting review, permitting, and environmental compliance and so much more to the Thomas Advisors Team. Michael Boyle is an environmental and regulatory advisor with over 40 years of experience working in the energy and environmental industries. Michael will advise the private and public sector clients of Thomas Advisors on identifying and reducing the environmental risks associated with energy infrastructure projects.
Before joining Thomas Advisors, Michael was the Managing Director of the Energy Business Line at WSP USA and Ecology and Environment, Inc. where he was responsible for the strategic direction, growth, and performance in the sectors of Oil & Gas, Renewables, Electric Transmission, and Offshore Resources. In addition to his role as Managing Director, he was a strategic advisor assisting private sector clients and federal agencies with permitting new energy infrastructure projects and preparing the related NEPA documents. Prior to his work in environmental consulting, Michael worked for over 30 years for the Federal Energy Regulatory Commission (FERC) in various capacities related to the natural gas industry including the senior management positions of Branch Chief and Deputy Director of the Division of Gas – Environment & Engineering. As an environmental project manager, he led the NEPA review and conducted environmental compliance inspections on thousands of miles of large diameter natural gas pipeline and over one hundred smaller pipeline, storage, and LNG facility projects. Many of the projects were complex and/or controversial requiring his innovation, problem solving, and broad communication skills.
During his 10 years in FERC management, Michael provided the Commission with strategic NEPA and regulatory advice, wrote official correspondence to Congressmen and Senators, and made policy recommendations concerning congressional legislation affecting energy infrastructure. Among his many accomplishments while working at FERC, Michael represented the Commission on President Bush’s White House Task Force for Energy Streamlining and the Cross Border Inter-Agency Working Group. Government agencies and natural gas companies frequently seek Michael’s advice regarding the federal regulatory process, navigating NEPA, and implementing construction mitigation.
Michael holds a B.A. in Environmental Sciences from the University of Virginia.
